I have the honour to report that in the opinion

of the Director of Public Works, with whom I concur, that

branch of the Public Works Department which deals with matters

arising out of the Public Health and Building Ordinance is

seriously understaffed, and that the appointment of an additional Assistant Engineer to undertake duties in connection with building covenants, resumptions of private property, valutions, &c. has become necessary.

2. The matter was somewhat urgent in view of the leave arrangements of certain officers of the Department, and es Mr. Allan Kirk, whose engagement as Assistant to the Superintending Inspector of Works in the Chief Engineers Office, Victoria Barracks, was about to terminate, appeared a very suitable candidate for the post and was strongly recommended by

his superior officer, I agreed to his engagement subject to

your consent being obtained. Copies of Mr. Kirk'e application

for appointment, and of the agreement which he has entered into

with this Government are enclosed.

3. It will be seen from the enclosures that Mr. Kirk has returned to England but is due back in Hongkong early in September. His address while in England is 28 Burlington Road, Worthington, Manchester. I shall be glad to have your covering authority for the action taken.
